The PSEI Roadmap is a talent plan as much as an export plan

Electronics and Embedded Systems, General Outsourcing
The Philippines has set out to more than double its semiconductor and electronics exports to USD 110 billion a year by 2030. The new roadmap behind that goal reads like an export plan, but in our view it is mainly a plan about engineers. What the roadmap sets out The PSEI Roadmap is a five-year plan for 2026 to 2030, led by the Department of Trade and Industry (DTI) through the Board of Investments (BOI). SEIAC, chaired by Executive Secretary Ralph Recto, oversees its execution. Its main commitments: Source: 2026–2030 PSEI Roadmap The starting point is strong. According to the roadmap, semiconductor and electronics exports reached USD 49.6 billion in 2025, up 16.2% from USD 42.7 billion in 2024. The sector has consistently accounted for over 60% of the country's…

Global Capability Centers Are Driving the Philippines Toward Its $42-Billion Target

Electronics and Embedded Systems, General Outsourcing
The Philippines' IT-BPM industry is on pace to reach $42 billion in revenue for 2026, up from $40.3 billion the year before, according to the IT and Business Process Association of the Philippines (IBPAP). IBPAP president and CEO Jack Madrid said the industry is confident of hitting the target, pointing to sustained demand from global capability centers (GCCs) as the main driver. The GCC Boom Behind the Target More than 200 GCCs now operate in the Philippines, a number that continues to grow as multinational companies set up their own in-country operations rather than routing all outsourced work through third-party providers. "Every week, every month, we get inquiries and expressions of interest from GCCs." — Jack Madrid, IBPAP President and CEO Why Staff Augmentation and BOT Fit the Gap For…

When Does It Actually Make Sense to Outsource Electronics & Embedded Engineering?

When Does It Actually Make Sense to Outsource Electronics & Embedded Engineering?

Electronics and Embedded Systems
Outsourcing electronics and embedded systems engineering is often discussed as a capacity or cost decision. In practice, it is neither. For engineering-led organizations, outsourcing is a structural choice — one that affects design ownership, system continuity, and long-term risk. When done at the right time and for the right reasons, it accelerates execution without weakening control. When done prematurely, it introduces friction, rework, and uncertainty. The difference comes down to timing and intent. Before engaging an outsourcing partner, engineering leaders should ask a more fundamental question: Is outsourcing solving the real engineering constraint we have today — or is it compensating for something unresolved internally? Scenario 1: Extending an Established Engineering Team Outsourcing is most effective when it is used to extend an existing, functioning engineering organization. This scenario typically…

7 Questions Before Outsourcing in the Electronics & Embedded Systems Industry

Electronics and Embedded Systems
Outsourcing in electronics and embedded systems has become a practical strategy for companies looking to scale design capacity, accelerate development, or maintain legacy systems. Design engineering support, firmware development, and testing functions are increasingly handled by offshore engineering teams. However, embedded systems are not forgiving. Poor scoping, unclear ownership, or weak documentation can introduce long-term technical and operational risk. Before engaging an electronics engineering outsourcing partner, engineering leaders should pause and ask the right questions. 1. What Exactly Are We Outsourcing — Execution or Ownership? In embedded systems, ownership determines who carries long-term risk and not just who does the work. When companies outsource without explicitly separating execution from ownership, decision-making becomes implicit, and accountability erodes. Engineering leaders should be clear that: System architecture, safety decisions, and IP ownership typically…

Why the Philippines is the Future of Design Engineering for Global Manufacturers

Why the Philippines is the Future of Design Engineering for Global Manufacturers

Electronics and Embedded Systems
For decades, offshoring was primarily about reducing costs. Today, manufacturing companies are looking for strategic advantages—teams that can contribute to innovation, scale projects quickly, and integrate seamlessly with global operations. The Philippines has emerged as a leading destination for design engineering hubs, attracting global manufacturers who need highly skilled engineering talent without compromising quality or standards. A Growing Talent Pool for Complex Engineering Challenges One of the Philippines’ biggest advantages is its strong pipeline of electronics, mechanical, and design engineers. Every year, thousands of graduates enter the workforce with technical expertise in CAD, PCB design, industrial design, and mechanical engineering. But technical skill is just the starting point. Philippine engineers are also familiar with global engineering standards, including ISO and IEC certifications, making them ready to work on international projects…
