Global Capability Centers Are Driving the Philippines Toward Its $42-Billion Target

The Philippines’ IT-BPM industry is on pace to reach $42 billion in revenue for 2026, up from $40.3 billion the year before, according to the IT and Business Process Association of the Philippines (IBPAP). IBPAP president and CEO Jack Madrid said the industry is confident of hitting the target, pointing to sustained demand from global capability centers (GCCs) as the main driver.

The GCC Boom Behind the Target

More than 200 GCCs now operate in the Philippines, a number that continues to grow as multinational companies set up their own in-country operations rather than routing all outsourced work through third-party providers.

“Every week, every month, we get inquiries and expressions of interest from GCCs.” — Jack Madrid, IBPAP President and CEO

Why Staff Augmentation and BOT Fit the Gap

For companies evaluating the Philippines as a delivery location, this shift matters. A GCC model requires a different kind of support than a traditional BPO contract – companies need help sourcing specialized talent, standing up operations, and scaling a team before deciding whether to run it in-house long-term or hand it fully to a local partner. Staff augmentation and Build-Operate-Transfer (BOT) arrangements sit in that gap as they let a company bring in the right people quickly, test the model, and transition to a fully owned operation on its own timeline.

The Real Constraint Is Talent, Not Tax

The remaining constraint, per Madrid, is workforce availability – specifically, professionals who combine AI fluency with domain expertise. Recent policy moves, including the lifting of IT ecozone application moratoriums in Metro Manila and the Luzon Economic Corridor initiative, are intended to support the sector’s growth, and the industry is also anticipating a seasonal hiring push tied to Q4 outsourcing demand.

A Proven Build: From a Few Engineers to a Standalone Entity

Weave has supported this kind of workforce build-out before. More than eight years ago, a global electrical equipment and electronics manufacturing company began working with Weave to de-risk setting up a design hub in the Philippines, starting with a small team of design engineers. That team grew over time to include additional talent across engineering, IT, and finance. Five years in, the company decided to establish its own business entity in the Philippines, and Weave supported the transition — including moving more than 70 employees, along with their benefits packages, onto the new company. The company has continued to grow since, and Weave now supports it through headhunting and recruitment.

What This Means for Companies Weighing Their Entry Model

For companies still weighing whether to run a Philippine operation in-house, inside a GCC, or fully through a BPO partner, the constraint IBPAP describes – finding people who combine AI fluency with domain depth — is usually the real blocker, not the tax or cost calculus. A phased build, sourcing the right specialists first and scaling from there, remains a lower-risk way to test the market before committing to a full entity.
